A fourth winter, and a grid that has learned
Entering the winter of 2025 the Ukrainian power system was still under attack and still standing. What changed was the design philosophy.
Ukraine entered the winter of 2025 with a power system that had been attacked repeatedly for four years and was still delivering. That is worth stating plainly, because it was not the expected outcome.
The design change
The Soviet-inherited grid was built around a small number of very large plants — efficient, and catastrophic to lose. The response has been to move in the opposite direction: many small generating units close to where the power is consumed, gas piston and turbine sets, cogeneration at district heating plants, and solar with storage on hospitals, water utilities and schools.
A distributed system is more expensive per unit of capacity. It is also much harder to switch off, because there is no small set of targets whose loss brings everything down.
What partners supplied
Transformers, autotransformers, switchgear, generators and spare parts, moved through coordinated donation mechanisms rather than one-off gifts — which matters, because a grid needs matching equipment, not an assortment. Financing came through European instruments and dedicated energy support funds.
Interconnection with the European network, synchronised in emergency conditions back in 2022, continued to allow imports at moments when domestic generation could not cover demand.
The honest assessment
Outages continued and repair crews worked through every winter. But the system did not fail, and the reason is a deliberate architectural choice made under fire, which is not a small engineering achievement.
