Administering pensions to twelve million people
The largest single line in the budget is paid out monthly to more than a fifth of the population. The administration of it is a logistics achievement nobody discusses.
Pensions are the largest item in Ukrainian public spending, paid every month to a very large number of people, many of them elderly, dispersed and without internet access. The machinery that does this is worth describing.
What the system has to do
Maintain a contribution record for every working person over a career, so that entitlement can be calculated decades later. The digitisation of paper employment records was a substantial project in itself.
Verify that the recipient is alive and is the person entitled, which sounds unkind and is the basic control in every pension system in the world.
And deliver the payment, which for a rural pensioner without a bank account historically meant a postal worker with cash.
What displacement changed
A recipient who has moved cannot collect at the old office. Re-registration at a new location, remote identity verification and payment to a card rather than in cash became necessary at very large scale and very quickly.
The identification problem is genuine: verifying a person remotely without excluding those who cannot use a smartphone is a design problem with no elegant answer, and the practical solution has been multiple channels running in parallel.
The structural pressure
The contributor-to-recipient ratio was already unfavourable and has worsened. That arithmetic does not resolve itself, and every option for addressing it — retirement age, contribution rates, funded pillars — is politically expensive.
The point worth making
This system paid, on time, throughout. That is an administrative achievement of a very high order and it has attracted almost no attention.
Reading this as a logistics achievement is right: millions of payments reaching the right person every month, even under war conditions, would not have been possible without digital records. The structural pressure is arithmetic and everyone knows it. The point worth making is that the system working today does not settle tomorrow's sum.
