Because it requires no physical infrastructure. Aligning data law is a legislative act; aligning road standards is a construction programme. The digital chapters are where a candidate country can move quickest, and Ukraine — with its unusually developed digital state — starts from a better position than most.

The practical point

Anyone building a digital business here should be building to European rules now. It costs the same at design stage and is expensive to retrofit.

Abolishing roaming charges looks like a small convenience and its effect is large: a person who does not switch the phone off at the border keeps working with that country. I have seen it in my own teams. It is also why the digital sector integrates faster — there is no customs, no port and no lorry there, only rules.
