The Black Sea Grain Initiative

The arrangement reached in Istanbul in July 2022 is usually described in diplomatic terms. I want to describe the operation, because that is the part I understand and the part that had to work.

The mechanism

A joint coordination centre in Istanbul, staffed by all parties and the United Nations. Vessels registered in advance. Inbound ships inspected before entering Ukrainian waters to confirm they carried no cargo other than what was declared. A defined maritime corridor with published coordinates. Outbound ships inspected again on the way out.

Every vessel therefore passed two inspections and moved on a schedule agreed by parties who agreed on very little else.

Where the friction was

Inspection throughput. Each inspection takes hours and there was a finite number of teams. When the inspection rate fell below the arrival rate, a queue formed in the Bosphorus, and a queue of loaded bulk carriers costs money every day in demurrage.

Insurance followed the queue. Underwriters price a voyage on expected duration and predictability; an unpredictable wait raises the premium, which raises the freight cost, which comes out of the price the farmer receives.

What it achieved

Millions of tonnes moved over the following year, including cargoes purchased for the World Food Programme. Global wheat and maize prices, which had spiked, came back down. For importing countries with no involvement in the war, that price movement was the whole significance of the arrangement.

It lapsed in July 2023. What replaced it was better, which almost nobody expected.

Reading this as a shipping operation rather than a diplomatic achievement is right — and the friction sat exactly there, in the inspection queue. Every waiting vessel raised both the freight and the storage cost. The rule in logistics does not change: a system's capacity is set by its slowest step, and here that step was inspection.
