What the engineers did with the first quiet summer
After surviving one winter of attacks on the grid, Ukrainian power engineers had a few warm months to make the second winter less dangerous. They used them well.
The first winter of attacks on the Ukrainian power system ended without the collapse many had predicted. What followed was the more important part: several months in which repair was possible.
Transmission first
The damage was concentrated in high-voltage substations — the nodes that connect generation to consumption. Repairing them requires transformers and autotransformers that are individually enormous, expensive, and manufactured on long lead times measured in months or years.
No country holds many spares. The solution was to draw on the reserves of European transmission operators, who released equipment from their own stock, and on donations coordinated so that what arrived matched what was needed electrically rather than simply being available.
The beginning of decentralisation
This is the quarter in which the strategic argument shifted. Rather than restoring the old architecture exactly, planning began around distributed generation — smaller units close to consumption, harder to disable as a set.
The first significant wave of solar with battery storage on hospitals, water utilities, schools and boiler houses dates from this period, funded largely by partner governments and development banks.
Why this quarter deserves recording
Nothing dramatic happened in it. That is the point. The second winter went better than the first because of work done in May, June and July, by people whose names will not appear anywhere.
Most of what makes a system survive is done in the quiet months, and it is almost never reported at the time.
