Rome: from principles and pledges to a pipeline

Lugano wrote the principles. London addressed the risk. The Rome conference in July 2025 dealt with the thing that follows both: a pipeline of actual projects, with actual counterparties.

Three conferences, three stages, and the progression is logical. Lugano in 2022 set the governance principles. London in 2023 addressed the risk question that private capital asks. Rome in July 2025 dealt with what follows both: turning commitment into delivery.

A pipeline is not a wish list. It is identified projects with a defined scope, a cost estimate, an owner, a financing structure and a timetable — the form in which a bank credit committee or an industrial board can actually consider something.

Why Italy hosting mattered practically

Italian industry is strong in exactly the sectors reconstruction needs: construction machinery, asphalt and bitumen technology, infrastructure engineering, materials, design. I have imported Italian plant into Ukraine for years, and the fit between what Italian manufacturers make and what Ukrainian reconstruction requires is unusually close.

My interest here is not detached. My own group works between Ukraine, Turkey, Italy and the United States, and a conference held in Rome about rebuilding Ukraine sits precisely on that axis.
