Overview

Preparatory work on the accession chapters continued through the quarter, while the formal opening of negotiating clusters remained subject to unanimity among member states and was blocked.

The distinction that matters

Accession has two tracks that move independently, and confusing them produces the wrong commercial conclusion.

The political track is the formal opening and closing of chapters, which requires unanimity. It can be blocked by any single member state for reasons unrelated to Ukraine's readiness.

The technical track is the screening of Ukrainian law against EU law, the drafting of implementing legislation, and the building of the institutions that will administer it. This proceeds regardless of the political track, because it is work Ukraine does on its own account.

For a business, the technical track is the one that matters. Regulatory convergence generates the demand — for conformity assessment, certification, compliant equipment, laboratory capacity, environmental and food safety infrastructure — and that demand appears when Ukraine implements the standards, not when a chapter is formally opened.

A supplier waiting for the political process to unblock before positioning is waiting for the wrong signal. The procurement happens on the technical timetable.

Macro position

Moderate growth. Elevated inflation. Managed exchange rate flexibility. External financing continuing on the multi-year frameworks.

The fiscal structure remains as it has been since 2022: domestic revenue directed to defence, external support carrying the civilian budget. That dependency is unchanged and remains the largest single risk to the economy.

Sectors

Agriculture — functioning export access.

Energy — reconstruction and reinforcement of generating and distribution capacity.

IT services — continued growth.

Construction and engineering — demand well ahead of available capacity.

What the quarter settled

That accession-driven regulatory demand is on a technical schedule that a supplier can read, and that it is not synchronised with the political timetable that generates the headlines.
