The year closed with the economy operating at a stable level below 2021, with export access functioning, external financing in place under multi-year frameworks, and reconstruction activity proceeding in the regions where it is possible.
The three unresolved variables
At the close of this archive's fourth wartime year, the same three questions determine the outlook and none of them has moved.
External financing continuity. The civilian budget depends on it. Multi-year frameworks have improved predictability, but the underlying dependency is unchanged and is not within Ukrainian control. This remains the largest single risk to the economy — larger than any operational or security variable.
Labour supply. Constrains reconstruction, industrial capacity and any recovery scenario. Has no policy answer on a timescale relevant to business planning, and the longer displacement continues the more of it becomes permanent.
The security situation. Determines everything else and is outside the scope of an economic assessment.
What has been established
Against those, the record of four years establishes a set of facts that were not knowable in advance.
The financial system operates under extreme stress without failing. The export economy can be rerouted and rebuilt. Businesses relocate rather than close. The energy system can be operated at reduced capacity with distributed supply. Institutions collect taxes, pay salaries, run a currency regime and hold an inflation target.
For a company assessing this market, that empirical record is worth more than any forecast, because it describes demonstrated capability rather than projected conditions.
