Overview

The harvest was exported through the maritime corridor and the western routes without the disruptions that characterised 2022 and 2023.

The operating arrangements established under emergency conditions have by this point become ordinary practice.

What normalisation means and does not mean

Businesses in Ukraine now plan around scheduled power availability, elevated insurance costs, a labour market with structural shortages, and logistics routes that did not exist four years ago.

None of that is normal in any absolute sense. All of it is now normal operationally: predictable, budgetable and describable to a foreign counterparty.

That distinction is worth being precise about, because it is the one a company assessing the market has to make.

The question is not whether conditions are good — they are not. It is whether they are stable enough to plan against, and whether the specific risks can be identified, priced and managed.

On that test, the answer since 2023 has been yes for most sectors, with the qualification that security conditions can change and that the fiscal dependency on external financing is an unresolved variable.

Macro position

Moderate growth. Elevated inflation. Managed exchange rate flexibility. External financing continuing.

Sectors

Agriculture — a normal export season.

Energy — reconstruction continuing; distributed generation now standard.

IT services — growing, and now among the country's most durable export sectors across every crisis of the past two decades.

Construction and engineering — capacity, not demand, is the constraint.

Defence-adjacent manufacturing — a sector that has grown substantially and did not meaningfully exist in the earlier years of this archive.

What the quarter settled

That the Ukrainian economy has established an operating equilibrium at a lower level than 2021 but a stable one — which is a different and more useful fact for a company than any forecast of when conditions will improve.
