Technical barriers, and the ACAA agreement

Tariffs get the attention. For a manufacturer, technical barriers usually cost more.

The problem, concretely

A Ukrainian factory makes an electrical component. To sell it into the European Union it must demonstrate conformity with EU rules — safety, electromagnetic compatibility, materials. If Ukrainian testing bodies are not recognised, the manufacturer must have the product tested again by a body inside the Union. That means shipping samples, paying twice, and waiting.

For a large exporter this is an annoyance. For a small manufacturer it is often the reason the export never happens.

What ACAA does

An Agreement on Conformity Assessment and Acceptance of industrial products — the "industrial visa-free", as it is usually called here — makes a Ukrainian certificate valid in the Union for the covered sectors, and the reverse. One test, accepted in both places.

Why it takes so long

Because it is not a signature. It requires Ukraine to have transposed the relevant directives, to have a market surveillance authority that actually removes unsafe products from shelves, to have an accreditation body that meets European requirements, and to have testing laboratories that a European regulator would trust. Each of those is an institution that has to work, be audited, and be seen to work.

The wider lesson

This is what European integration mostly consists of. Not grand accession moments but the slow business of making a certificate credible enough that a stranger in another country will accept it without checking. That credibility is an asset, and building it is the work.

Mutual recognition is the most valuable thing obtainable from this relationship — because a tariff is paid once and conformity is paid on every shipment. A Ukrainian laboratory's report being accepted in Europe means weeks in my work. It takes so long for reasons of trust rather than technique: the other side wants to supervise the supervisor, and that is a fair demand.
