The agrarian receipt: a small instrument that worked

A financing tool aimed at farms too big for a microloan and too small for a bank was introduced as a pilot and quietly became normal.

Not every useful reform is a large one. The agrarian receipt is the clearest example I know of a small, narrow instrument that did what it was designed to do.

The gap it addressed

A farm working a few hundred hectares needs money in spring for seed, fuel and fertiliser, and gets paid in autumn. It is too big to run on the owner's savings and too small, or too lightly documented, to interest a bank on ordinary terms. Land could not serve as collateral for most of this period because of the moratorium on sales.

How the instrument works

The farmer issues a receipt — a registered, notarised obligation to deliver a stated quantity of a stated crop at harvest, or its cash equivalent. The receipt is secured against the future crop and registered in a public register, so it cannot be quietly pledged twice. A supplier, trader or bank advances inputs or cash against it.

Two features carry the whole design. Registration prevents double pledging, which is what usually kills this kind of lending. And enforcement was made fast — a defaulted receipt goes to a notary's writ rather than a full court case.

Why it is worth studying

It did not require a new institution, a new agency or a large budget. It required a register, a notary procedure and a legal definition. Reform proposals in Ukraine are often enormous; this one was tiny and it is used every season.

The lesson generalises. When credit is blocked by uncertainty about who has a claim on what, the fix is usually a register, not a subsidy.

The customer too small for a bank and too big for a microloan was the largest gap in my own sales book: they wanted the machine and could not find the financing. The agrarian receipt filled exactly that range and quietly became normal. The best financial instruments are like this — they spread without announcement and end up unremarked.
