Companies that moved west and kept operating

From 2022 a state programme supported enterprises relocating from areas under threat to safer regions in the centre and west. Several thousand businesses moved, and a substantial proportion restarted production.

What the programme covered

Transport of equipment, which for a manufacturing plant is the largest single obstacle. Matching with premises in receiving regions. Some support for reinstallation and connection. And, importantly, coordination — a company that has never moved a factory does not know what it does not know.

What determined success

From what I observed, three things, in this order.

Whether the workforce moved. A plant is machinery plus the people who know how to run it. Companies that helped their staff relocate — housing, schools for children, the practical business of a family arriving somewhere new — restarted. Those that expected to hire locally mostly struggled, because the specific skills were not in the receiving region.

Whether the customer base was portable. A company selling nationally could serve the same customers from a new location. A company selling to neighbouring plants in an industrial cluster had lost its market along with its address.

Whether the equipment survived the move. Heavy machinery does not travel well, particularly precision equipment moved quickly by people who are not specialists.

The continuity lesson

Every firm I know that came through this well had thought about it in advance, even briefly. Not a detailed plan — an inventory of what would have to move, a list of who would need to come, and a rough idea of where. That amount of preparation, which costs almost nothing, separated the companies that restarted in weeks from those that took a year.

Relocating a factory does not end with loading the machines onto lorries; what does not travel is the crew, and if the crew does not come the plant does not restart. I have seen this at small scale in installation work — if the fitters who built the line do not arrive, the same machines do not give the same output. What the successful relocations had in common is that they moved the people, not the equipment.
