The trust fund that paid the salaries
By mid-2022 the World Bank administered channel was moving contributions from many governments into Ukrainian budget spending — teachers, doctors, emergency workers, pensions — with verification attached to each disbursement.
The mechanism is worth understanding because it is unusual. Governments contributed to a channel administered by the World Bank. Ukraine spent from its own budget on defined categories — salaries for teachers, medical staff and emergency workers, pensions, social payments. The expenditure was then verified, and the channel reimbursed it.
The order matters. Money did not arrive and then get spent. It was spent, checked, and then replaced. A donor government could tell its own parliament exactly which category of expenditure its contribution had covered.
Why this design held up
Wartime budget support is politically fragile. One credible allegation of misuse can close a funding line for a year. Building verification into the mechanism from the beginning — rather than promising audits later — is why this channel kept operating through 2022 and after, at a scale that emergency lending alone could never have sustained.
