Candidate status and the seven recommendations
Candidate status came with seven conditions. Reading them now, what stands out is how specific they were and how directly they addressed the things a foreign investor actually worries about.
When candidate status was granted in June 2022, seven conditions came with it. They are worth reading as a list because their specificity is the point.
The seven
Reform of the Constitutional Court judge selection procedure. Completion of the judicial governance reform, including the vetting bodies. Strengthening of anti-corruption enforcement, including appointment of the specialised anti-corruption prosecutor and the head of the anti-corruption bureau. Anti-money-laundering legislation meeting international standards. Implementation of the law limiting the influence of oligarchs. Media legislation aligned with the European audiovisual directive. And completion of the legal framework on national minorities.
Why this list rather than another
Look at what it targets. Courts, prosecution, financial transparency, concentrated private influence over politics and media. Those are precisely the four things that determine whether a contract can be enforced, whether a competitor can buy an outcome, and whether the rules that apply to you apply to everyone.
An investor does not primarily worry about tariffs. They worry about whether a judgment can be bought. This list addressed that directly.
What actually happened
Each was legislated over the following eighteen months, with the Commission reporting publicly and saying plainly where a law was insufficient. Several were passed twice. In December 2023 the Council found the conditions substantially met and opened negotiations.
I have watched conditionality in this region since 2004 and expected the usual outcome, which is partial compliance followed by quiet reversal. That is not what happened, and the reason is that the reward was large enough and the assessment was public.
That the seven were so specific makes them read like an audit report: no general aspirations, only measurable items. In a company audit the useful findings look the same — not "improve governance" but "write this procedure by this date". The strength of the list is not its scope but that it left nothing to argue about.
