Joining the common transit system

A lorry crossing three borders used to need a customs procedure at each. Under common transit it needs one, opened at the start and closed at the end.

Common transit is one of those arrangements whose importance is invisible until you have stood at a border watching a driver wait, and whose effect is immediate once it applies.

What it replaces

Without it, goods moving from one country to another through intermediate ones require a customs procedure at each frontier: a declaration, a guarantee, a check, a release. Three borders, three procedures, three opportunities for delay.

Each procedure also requires a financial guarantee covering the duty at risk, which ties up money at every stage.

What common transit does

One transit declaration, lodged electronically at the office of departure, covering the whole journey. One guarantee, covering the entire movement. The intermediate borders record the passage rather than processing a new procedure. At the destination the movement is closed and the guarantee released.

The system is electronic and shared, so the office of destination sees the declaration lodged at departure. That is what allows the intermediate crossings to be a formality.

The authorised consignor status

A company that qualifies can open a transit movement at its own premises rather than at a customs office: the goods are loaded, sealed and dispatched, and the declaration is lodged from the warehouse.

For a regular exporter this removes an entire step and several hours from every shipment, and it is available to any company that meets the criteria.

Why accession to the convention mattered

Because it applied immediately, before any other accession step, and it delivered a measurable reduction in transit time on exactly the routes that were carrying the most cargo.

It is the clearest example available of integration producing a benefit before membership.

One declaration instead of three separate procedures at three borders — I saw the effect on delivery time in the first shipment. Authorised consignor status is the second tier: you seal the vehicle at your own premises and send it off. That is why acceding to the convention mattered; the rule did not change, the place where it is applied did.
