District heating: the system nobody sees
Most Ukrainian city households are heated by a network of pipes running under the street from a central plant. It is the largest piece of infrastructure most people never think about.
In most Ukrainian cities, an apartment is not heated by anything inside the building. Hot water is produced at a central plant and pumped through pipes under the streets to substations and then into buildings.
Why the system was built this way
It is genuinely efficient in principle. One large plant burning fuel well beats thousands of small boilers burning it badly, and combining heat production with electricity generation extracts more from the same fuel than either alone.
The design was sound. What failed was maintenance and control.
Where the losses are
In the pipes. Networks laid decades ago, with degraded insulation, lose a substantial share of the heat between the plant and the building. That heat is paid for by somebody and delivered to nobody.
And in the absence of control. Without regulation at building level, the only way to reduce temperature in an overheated apartment was to open a window — which means the system was sized to overheat, deliberately, because it could not modulate.
What modernisation involves
Replacing pipe with pre-insulated sections. Individual heat substations in each building, with actual controls and metering. Balancing valves so the far end of a network is not cold while the near end is boiling. And billing by consumption rather than by floor area, which changes behaviour immediately.
Why it matters now
Heat is the largest energy consumption in the country and the largest household bill. Every unit saved reduces gas import requirements, municipal deficits and household hardship simultaneously.
It is also a system that has kept working under attack, repaired repeatedly by crews whose job nobody notices until a street is dug up.
I met this system first as a student, when the radiators came on in mid-November by a decision taken somewhere central. Later I saw the same system from the supply side: most of the loss is not in the plant but in pipes nobody photographs. The politics of invisible infrastructure is always the same — renewing it wins no votes, and letting it fail costs everyone.
