The Facility is adopted

In February 2024 the European Union adopted the Ukraine Facility: fifty billion euro over four years, in grants, loans and guarantees, released against a plan Ukraine had written and the Union had assessed.

In February 2024 the European Union adopted the Ukraine Facility, the instrument proposed the previous June: fifty billion euro across four years, combining grants, concessional loans and investment guarantees.

Disbursement runs against the Ukraine Plan — a document the Ukrainian government wrote, setting out reforms, investments and indicators quarter by quarter, assessed and agreed with the Commission. Money moves as steps are completed and verified.

What this changed for anyone planning here

Predictability across a multi-year horizon, which is the single thing a business most wants and most rarely gets in this region. A company weighing an investment can read the plan, see which reforms are committed and on what timetable, and price accordingly.

It also changed the nature of the reform conversation. A reform in the plan is not an aspiration in a communiqué; it is a payment trigger with a date attached. I have watched a great many reform programmes here. The ones tied to money on a schedule are the ones that happen.
