Hydropower and pumped storage

Hydropower is a modest share of Ukrainian electricity by energy produced and a very large share of the system's flexibility. Those are different measures and the second one is what matters as more wind and solar connect.

Why flexibility is the product

A grid must match supply and demand continuously. Nuclear plants run steadily and do not like changing output. Wind and solar produce whatever the weather gives. Something has to absorb the difference, minute by minute.

Hydro turbines can go from standstill to full output in minutes and back again, repeatedly, without damage. That is a service, and in a market it is paid for separately from the electricity itself.

Pumped storage

The same principle running in both directions: pump water uphill when electricity is cheap and plentiful, release it through turbines when it is scarce and dear.

The round trip loses a portion of the energy, which is the cost, and buys the ability to move electricity across hours, which is the value. As renewable share rises, that value rises with it.

The Dnipro cascade

A series of stations along the river, built for generation and navigation, now doing balancing work they were not originally designed to prioritise. Their reservoirs also serve irrigation, water supply and cooling, which makes them multi-purpose assets with competing demands.

The forward case

A grid with a large renewable share needs storage and fast response more than it needs additional generation. Pumped storage is the mature technology for that, and Ukraine has both the topography and the existing sites.

Valuing an asset by how fast it comes on rather than by its capacity holds in my trade too: it is not the most expensive machine that earns but the one that can be commissioned quickest. What hydro contributes to a grid is not energy but the ability to respond within minutes. It should be read as an insurance policy rather than as a generation line.
