Opening accession negotiations

The decision to open negotiations is a political act with a technical consequence: it starts a process that runs on documents rather than declarations.

In December 2023 the European Council decided to open accession negotiations with Ukraine. It is worth being precise about what that decision does and does not do.

What it means

That the member states, unanimously, agreed to begin a formal process. It is a political decision at the highest level and it required every capital to agree, which is why it took the form it did and why it was reported as significant.

What it does not mean

It is not an accession date, a guarantee of accession, or the opening of any individual chapter. Each chapter is opened and closed separately, and each of those steps requires unanimity again.

A candidate can be in negotiations for many years, and negotiations can slow or stall on the decision of a single member state.

What actually follows

A negotiating framework setting out the principles and the methodology. Then screening, chapter by chapter. Then opening benchmarks for the chapters where the Union wants to see specific progress before formal negotiation begins.

Almost all of the visible activity in the first years is technical work, which is why the process appears to go quiet after the announcement.

The honest framing

The decision changed the status of the relationship and started a long piece of administrative work. Both halves of that sentence are true, and reporting only the first is how expectations get set too high.

That a decision has a technical consequence is, from where I sit, the best news in it: the process will now run on documents rather than on declarations. A document-driven process may be slow but it is traceable, and a traceable process can be planned against. The honest framing is that opening negotiations is not an arrival but the point at which a schedule finally exists.
