Reconstruction as a twenty-year project

Every large reconstruction in the historical record took longer than announced. That is not a failure of the programmes; it is what rebuilding a country actually takes, and planning honestly against it is more useful than promising otherwise.

What the phases look like

First, emergency restoration: keeping people supplied with water, power and heat, and making buildings weathertight. This runs concurrently with everything else and never fully stops.

Second, restoration of function: housing repaired, schools and clinics reopened, transport reconnected. Several years, and it is where most of the visible progress happens.

Third, the rebuilding of what was destroyed entirely, which depends on construction capacity and runs for a decade or more.

Fourth, the economic reconstruction that follows the physical one — industries relocated or replaced, employment restored, population settled. This is the longest phase and the one nobody photographs.

The institutional problem

A twenty-year project outlives governments, agencies and international programmes. What carries it is institutions and documented plans, not individuals, and the design question is how to make the work survive a change of everyone involved.

Managing expectations

The most damaging thing a programme can do is promise a timeline it will miss, because the missed date becomes the story rather than the work completed.

A published multi-year plan with phased, verifiable milestones is slower to announce and much harder to attack, which is the whole argument for it.

Five-year frames are drawn to the length of political attention; the work on the ground runs to the life of the machinery. An asphalt plant works for fifteen years and an operator for twenty. Read reconstruction on that calendar and you can see which of today's decisions are the durable ones — and the durable ones are usually the least announced.
