The people who came back

Migration is usually discussed as a one-way loss. In practice it is a flow in both directions, and the return leg is where a substantial part of the value is.

Who returns and why

Some always intended to: people who went abroad for a defined period to earn a specific sum, for a house, a business, a debt, a child's education. That is the classic pattern and it is the most common one.

Some return because the reason for leaving ended: a contract finished, a family circumstance changed, a parent needed care.

And some return because the opportunity here improved enough to make it rational. That is the category policy can actually affect.

What comes back with them

Savings, which is the obvious part and which frequently goes into housing or a small business.

Skills, particularly in construction, care work, hospitality, logistics and manufacturing — acquired to a standard set by a different market.

And expectations: about how a workplace should treat people, how a service should be delivered, how long a permit should take. Returnees are noticeably less tolerant of things that are done badly, and that pressure is useful.

What discourages return

Wage differentials, obviously. But also, and repeatedly reported, the difficulty of re-entering systems: recognising a qualification obtained abroad, transferring a pension record, enrolling children who have been schooled in another language.

What would help

Straightforward recognition procedures, portable social entitlements and schools able to absorb children returning with a gap. All administrative, all cheap relative to the wage gap, and all within domestic control.

What people bring back with them is what they did not have when they left — I see it directly when hiring: a foreman who has worked abroad is used to a different standard and carries that standard into the team. What discourages return is simple and known to everyone: nobody relocates who cannot see a year ahead.
