Preparing for a winter before it arrives
The winter of 2022 was survived by improvisation. The winter of 2023 was prepared for: equipment stockpiled, substations physically protected, and repair crews rehearsed against scenarios rather than surprised by them.
The difference between the two winters was preparation, and it is the difference between reacting and planning.
Through 2023, spare autotransformers, breakers and switchgear were stockpiled in advance rather than sourced under emergency conditions. Key substations received physical protection — engineered structures around the equipment that matters most. Repair crews trained against scenarios instead of meeting them for the first time at three in the morning.
The change in topology
The more interesting shift was towards distributed generation. Gas piston units, cogeneration plants and smaller capacity installed close to the load — hospitals, water utilities, heating plants — so that a strike on central generation does not take a city district off supply.
This is a genuine engineering lesson, and one that has application well beyond Ukraine. A grid built around a small number of very large plants is efficient and brittle. A grid with distributed capacity is slightly less efficient and considerably harder to switch off. Ukraine is rebuilding towards the second, and it is the right decision on its own merits.
