Working while the door is held

The accession process requires unanimous agreement among member states at multiple points, including the formal opening of each cluster of negotiating chapters. Unanimity means any single government can decline.

The structural situation

This is not specific to Ukraine. Every enlargement in European history has encountered a member state with a bilateral concern, a domestic political calculation or a specific demand, and every one has eventually been resolved — sometimes after years.

The design is deliberate. Enlargement changes the Union permanently, and requiring unanimity ensures no member is enlarged against its will. That is a defensible rule with an obvious cost.

What a candidate can do about it

Very little directly, and this is where judgement matters. The productive response is to continue the technical preparation regardless of whether the formal step has been taken.

Chapters can be prepared before they are opened. Screening findings can be acted on. Legislation can be aligned. When the political obstacle clears — and historically they do — a candidate that kept working arrives at the table ready, and one that waited arrives having lost the interval.

What Ukraine did

Continued the work. The negotiating positions, the alignment and the institution-building carried on through the period regardless of the formal position.

The observation

Complaining about a procedural obstacle changes nothing. Being ready when it lifts changes the date of accession. Only one of those is available to a candidate, and Ukraine chose it.
