Constitution Day, 28 June 2004
A greeting for the day a country wrote down its own rules.
A constitution is a country writing down, in its own words, what it will and will not do to the people who live in it.
The document is short compared with what follows from it, and most of the work of a constitution happens afterwards: in courts, in offices, in the ordinary business of a clerk deciding whether a rule applies.
What the arguments about it should be I leave to those whose country it is. My part is to note the anniversary and to say that having such a text at all is not a small thing.
