Constitution Day 2015
A short greeting in a year of rebuilding institutions, kept short as always.
A good Constitution Day.
Short, as always, for the reason I always give.
What I will note about this particular period is general and, I hope, uncontroversial. A great many institutions were being rebuilt or created in these years — a police service, a procurement system, anti-corruption bodies, a bank supervisor with actual authority.
Building institutions is slow, expensive and almost entirely invisible while it is happening. The results appear years later, usually to people who do not connect them to the effort that produced them. It is the least rewarding work a country can do and there is no substitute for it.
