Constitution Day, 28 June 2016

Ukraine marks the anniversary of its constitution today.

As I have said in other years, the substance of constitutional debate here is not mine to enter. Which articles should change, how the courts should read them, who is right in the current argument — those belong to Ukrainian citizens, and a foreigner offering opinions on them has misjudged his role.

What I will note is procedural and uncontroversial. Amending a constitution is deliberately difficult everywhere, and that difficulty is the point: it forces a change to survive more than one political season before it becomes permanent.
