Constitution Day, 28 June 2018

The famous parts of a constitution are the rights. The parts that do the daily work are the procedural ones: who appoints whom, what majority is needed, how long a term lasts, what happens if a post falls vacant.

Nobody celebrates an article about quorum. But those clauses are what stop a disagreement from becoming a crisis, because they answer the question of what happens next before anyone has to improvise it.

So, on the anniversary, a word for the boring articles. They are carrying more than they get credit for.
