A constitution that could never be changed would be a museum piece, and one that could be changed easily would be a statute.

The interesting design question is the distance between those two: high enough that a passing majority cannot rewrite the rules, low enough that a real and durable consensus can.

Where a given country has set that threshold tells you a good deal about what it was worried about when it wrote the text.
