Turning demining into an industry

Most mine-affected countries clear land through a small number of humanitarian organisations and a state service, funded by donors, at a pace set by donor budgets. Ukraine's contamination is too large for that model.

The structural answer

A national framework for certifying operators — humanitarian organisations, state services and commercial companies alike — against international mine action standards, with a regulator issuing accreditation and monitoring quality.

That certification is what makes commercial demining possible. A landowner, an agricultural holding, an energy company or a municipality can contract a certified operator directly, and clearance no longer depends solely on where donor priorities happen to fall.

Why this changes the arithmetic

A large farm has a direct commercial interest in clearing its own fields — the land is its asset and its income. Allowing it to pay for certified clearance adds funding that no donor appeal would have raised, and directs it at land that will immediately return to production.

Compensation and credit mechanisms were developed alongside, so that a farmer without the cash to pay upfront can still get land cleared.

The safeguard that has to hold

Quality control. A commercial market in clearance creates an incentive to cut corners, and the consequence of poor clearance is a death years later. Independent quality assurance and post-clearance sampling are the entire safety of this model, and they must be funded even though nobody wants to pay for checking work already done.

What partners supported

Machines, training, the regulator's own capacity, and funding for survey — establishing what is actually contaminated so that effort is not spent clearing safe land.
