Filling the storage before the cold

Ukraine holds some of the largest gas storage capacity in Europe. Filling it before the winter of 2022 was a financing problem more than an engineering one, and the international lenders solved it.

Ukraine sits on some of the largest underground gas storage capacity in Europe. The engineering is not the problem. Buying gas in summer to burn in January requires large sums of foreign currency months before any of it is billed to a customer — and in 2022 the state gas company had a war, a collapsed collection rate and no access to commercial markets.

International financial institutions provided the lending that closed the gap, allowing gas to be purchased and injected before the heating season. The European Bank for Reconstruction and Development was central to that financing.

Why this belongs in a record of support

It is not a headline. There is no photograph of it. But a country that enters November with its storage filled has heat in apartment blocks, hospitals that stay warm and industry that can keep running. A country that enters November with empty storage has a humanitarian emergency by January.

Of everything on this list, gas storage financing may be the most invisible and among the most consequential.
