Rebuilding energy infrastructure to a better standard
The temptation after damage is to restore exactly what was there. In energy that would mean rebuilding the concentration that made the system vulnerable.
After damage, the fastest and least contested option is always to rebuild what was there. For energy infrastructure that would be a mistake, and it is worth saying why in specific terms.
What the inherited design assumed
A small number of very large generating stations, connected by long high-voltage lines to a small number of very large substations. That topology minimises cost per megawatt and concentrates risk into a countable number of points.
It was a rational design for the threat environment it was built in. It is not a rational design for this one.
What a better standard looks like
Dispersion: more, smaller generation sited near load, so that no single loss removes a region's supply.
Redundancy in routing, so that any node can be fed from at least two directions.
Physical protection at the most critical substations, sized to convert destruction into damage.
Standardised equipment specifications, so that a spare transformer or breaker fits more than one site — which turns a national spares pool from a warehouse of unique objects into an actual reserve.
The cost argument
All of this costs more per megawatt than rebuilding the old topology. The comparison that matters is not against the old system's capital cost but against the cost of losing supply, which has now been measured rather than estimated.
The window
These decisions get made once, when the money arrives. A substation rebuilt to the old design is fixed for forty years, and the argument for doing it differently has to be won before the contract is signed, not after.
Rebuilding exactly what was destroyed looks like the fastest route and turns out to be the most expensive, because you rebuild the vulnerability along with it. Replacing equipment I tell customers the same thing every time: before you swap the broken machine for an identical one, ask why it broke. The window that opens after damage is narrow, and the design decisions taken in it will set the next thirty years.
