Moving materials to where they are needed
A reconstruction programme is, in tonnage terms, mostly a haulage exercise. Whether the tonnage can physically move is a question asked too late.
Every reconstruction plan contains volumes of material. Rather fewer contain an assessment of whether those volumes can be delivered to the places that need them.
What the flow actually looks like
Aggregate and cement inbound, in very large tonnage, mostly by rail where a siding exists and by road where it does not.
Rubble outbound, in comparable tonnage, unless it is crushed on site — which is the argument for crushing on site, stated as a logistics saving rather than an environmental one.
And equipment, which moves rarely and requires abnormal load routing when it does.
Why rail matters here
Bulk construction material is exactly what a railway carries well and a road network carries badly. A site with rail access has a fundamentally different cost structure from one without.
The constraint is not track but sidings, unloading facilities and wagon availability, all of which take months to arrange and are usually discovered late.
Road weight limits
Overloaded lorries destroy roads at a rate that rises very steeply with axle weight. A reconstruction programme that ignores weight enforcement rebuilds a road and then destroys it with the traffic rebuilding the town next to it.
Weight control on the routes serving a construction programme is therefore part of the programme, not an obstacle to it.
The planning point
Sequence work so that material flows are spread rather than concentrated, and assess site access — road class, bridge capacity, turning space, rail proximity — before selecting which projects run first.
A project chosen without that assessment discovers the constraint when the first lorry cannot get in.
Weight limits are the constraint never written into reconstruction plans and present in every shipment. If a bridge is rated low the route lengthens, and once it lengthens the haulage can cost more than the material — I have done that calculation many times moving equipment. Measured in tonnage, reconstruction is largely a haulage exercise, and the limits of that haulage are already known.
