Rebuilding schools and hospitals

Social infrastructure is the part of reconstruction that determines whether a place is habitable. People do not return to a district with repaired housing and no school.

What a school now has to include

A shelter that can hold the whole roll, reachable in the time an alert allows, ventilated, lit and usable for teaching rather than just for waiting. That last requirement is what separates a basement from a shelter.

An energy arrangement that keeps heating and lighting through an outage, because a school that closes when the power goes is closed for a large part of the winter.

Accessibility throughout, since some pupils and some returning parents now use wheelchairs.

What a hospital has to include

The same, with less tolerance for failure. Backup power sized for operating theatres and intensive care, water storage, oxygen supply, and a protected area where surgery can continue during an alert rather than stopping.

Medical gas, imaging and laboratory equipment all have long procurement lead times, which means ordering runs ahead of construction rather than after it.

The sequencing question

Building a school before the families return, or after? Both fail: an empty new school is a wasted asset, and families do not come back to a place without one.

The resolution used in practice is to restore capacity in proportion to the population actually present, and to design buildings that can expand.

Why this is the highest-value category

Because it is what converts repaired housing into a functioning community, and because the standards written into these buildings now will define public services for a generation.

Rebuilding a school, the shelter, the generator and the water tank are no longer extras but main items. I have seen what adding those three later costs: ten per cent if they go in at the start, twice that plus a school holiday if they go in afterwards. This is the highest-return category in reconstruction, because a school is the first decision made about whether people will come back to that town at all.
