A short note on the anniversary in a year when constitutional questions were not abstract.

Ukraine marks the anniversary of its constitution today.

This year the questions attached to that document are anything but theoretical, and they are being argued about with real consequences. Which is exactly why I will not be joining the argument. It belongs to Ukrainian citizens and a guest offering views on it would be overstepping badly.

The only thing I will note is procedural and uncontroversial: a constitution is tested not when it is convenient but when it is not, and every country that has one has discovered this at a moment it did not choose.

A good Constitution Day to everyone marking it.
