Early recovery in the Kyiv region did not begin with housing. It began with bridges, power lines and water mains — the things without which nobody could return to a house at all.
The bridge at Irpin became one of the defining images of the spring — a broken span with people picking their way across it. When reconstruction in the region began, that kind of structure was where it started.
Not housing. Bridges, power lines, water mains, gas connections and roads. The sequencing is not sentimental, it is practical: you cannot repair a house you cannot reach, with materials you cannot deliver, for a family who would have no water when they moved back in.
How it was financed and organised
State budget lines, municipal funds, donor grants and, in many cases, private companies and volunteer construction crews working directly with communities. Temporary structures went in first, permanent replacements later.
As someone who supplies road construction equipment, I watched the practical constraints closely: available plant, aggregate supply, crews and, above all, whether the ground had been cleared. That last one governed everything, and it is why demining and reconstruction belong in the same sentence.
