Mykolaiv and the water supply problem
A city of several hundred thousand people lost its drinking water source and had to be supplied while a permanent replacement was engineered. The sequence is instructive.
Mykolaiv lost the pipeline supplying its drinking water and had to operate without a potable source for an extended period. What a city does in that situation is worth setting out, because the sequence applies wherever this happens.
The immediate measures
Technical water in the network: the system was supplied with saline water from an estuary so that toilets, washing and firefighting could continue. That water is not drinkable and its salinity damages pipes, boilers and appliances, which is a cost accepted deliberately in exchange for keeping the network alive.

The interim engineering
Boreholes drilled where groundwater allowed, and mobile treatment units capable of producing potable water from poor-quality sources.
The permanent solution
A new pipeline from an alternative source, which is a substantial linear construction project: route selection, land access, pipe supply, pumping stations and power for them.
That is a multi-year undertaking under normal conditions and it was compressed.
What the case teaches
A city can survive without potable mains water for a long time if the network keeps running with non-potable water and drinking supply is distributed separately. That is an unpleasant arrangement and it is far better than losing the network, because a network that empties and dries out is a far larger repair.
And that single-source water supply is a vulnerability every city should price before it is tested.
Supplying a city with water through a temporary solution is a harder engineering job than building the permanent one, because it has to work and be removable at the same time. Anyone who has run temporary services on a site knows this — the temporary installation needs more maintenance than the permanent one. What Mykolaiv did was less about the eventual pipeline than about managing that interval.
