You cannot rebuild what you cannot title

Reconstruction conversations tend to start with money and construction capacity. They should start with the register.

The chain of dependencies

Compensation for a destroyed house requires proof of ownership. Rebuilding requires a defined plot with defined boundaries. Insurance, lending and private investment all require a title that a court would uphold. Municipal planning requires knowing which land is public and which is not.

Every one of those depends on a cadastre and a property register that are complete, accurate and available. Where the registry is weak, reconstruction stalls in disputes long before it stalls for lack of funds.

What was done right

Copies of the state registers were moved out of the country early in the invasion. That decision — taken quickly, by people who understood what they were holding — preserved the legal record for millions of properties.

The registers had already been digitised and consolidated in the preceding years, which is what made evacuating them possible at all. A paper archive cannot be copied to a server abroad in a week.

What remains hard

Older rural property, where ownership was documented informally or inherited without formal transfer. Occupied territories, where a parallel and illegitimate registration has been imposed and will have to be untangled. And destroyed physical boundaries — a plot marked by a fence and a tree line is harder to re-establish when both are gone.

The recommendation I would make

Fund the registry work now, ahead of the construction money. It is cheap relative to building, it takes longer than people expect, and every month of delay in the register is a month of delay in everything downstream.

A property register looks like bureaucracy from outside and is a precondition for financing from inside: no bank lends against a plot with unclear title, and I will not install equipment on one either. Setting up companies in Ukraine, leasing land and posting security, I have been through that chain end to end. The speed of reconstruction is decided in a place most people never think about — the registry office.
