Ukrainian agriculture and the Common Agricultural Policy

Of all the chapters in an accession process, agriculture is the one where the numbers are largest and the domestic politics on the other side are sharpest. It deserves a straightforward account rather than reassurance.

The arithmetic

Direct payments under the Common Agricultural Policy are made per hectare. Ukraine has a very large agricultural area. Applying existing rates to that area on day one would require either a substantially larger budget or lower payments for existing recipients.

That is not an argument against accession. It is a description of a problem that has arisen in every enlargement and has been solved every time.

How it has been solved before

Phasing. New members have received direct payments on a rising schedule over a transition period rather than at full rate immediately.

Capping and redistribution, which limits payments to the very largest recipients — relevant given Ukraine's holding structure.

And transitional arrangements on specific products where a sudden volume shift would disrupt a market.

The concerns worth taking seriously

Farmers in neighbouring member states are not wrong that a large low-cost producer changes their market. Dismissing that as protectionism is both unfair and ineffective.

The answer is a transition long enough to be absorbed, negotiated openly, with the volumes and dates specified rather than left to be discovered.

What Ukraine can do in the meantime

Continue the standards and traceability work, which is the part of the chapter that is entirely within its own control and which shortens the negotiation when it comes.

Adding a large member to an existing budget is a negotiation familiar from partnership structures too: when the share changes, everyone recalculates. It is a problem solved before, and solved with transition periods. The most useful thing Ukraine can do meanwhile is build the registry and traceability infrastructure now — without it, no arrangement that arrives can actually be applied.
