One declaration for the whole route: joining common transit

Some integration steps are ceremonial. This one was not, and I can describe its effect precisely, because it changed how my own consignments move.

On 1 October 2022 Ukraine acceded to the Convention on a Common Transit Procedure and joined the New Computerised Transit System. In practice: a load leaving a supplier in Italy for a site in Ukraine opens one transit declaration under one guarantee, and it is valid across every country on the route. Before, each border was its own procedure, its own guarantee, its own queue and its own opportunity for something to go wrong.

Why the timing is remarkable

Accession to common transit requires a customs administration to prove its IT systems, its guarantee management and its control procedures against a European standard, and to be audited on them. Ukrainian customs completed that while operating under martial law, with half its border posts under pressure and its personnel dispersed.

When people ask me what accession looks like before membership, this is the example I give.
