Constitution Day, 28 June 2006

A short note on the anniversary from my second year here, with the substance left to those it belongs to.

Ukraine marks the anniversary of its constitution today.

I have been here long enough to have opinions and not long enough for them to be worth much, and constitutional argument is in any case not a foreigner's business. What the document should say, how it should be read and who is right in the current dispute are questions for Ukrainian citizens.

What I can note is a matter of observation rather than opinion: constitutions are argued about most in countries where people expect them to matter. Indifference would be the worse sign.

A good Constitution Day to everyone marking it.
