A school year that began with a shelter requirement

Knowledge Day, the first of September, is a real occasion here. Children arrive with flowers. In 2022 it opened under a rule that had never been needed before: a school could teach in person only if it had a shelter with room for every pupil and every member of staff.

Many schools did not. So the work became physical — surveying basements, reinforcing them, fitting ventilation, lighting, water and sanitation, and equipping them so that a child could actually continue a lesson underground rather than simply sit in the dark.

Who helped, and how

International partners financed shelter construction and refurbishment, and supplied generators, furniture and equipment. UNICEF and others supported both the physical work and the psychological support that had to come with it. Where shelters could not be built, the online system carried the year.

I find this a good illustration of what assistance looks like in practice. Not a headline. A ventilated basement in a school in Zhytomyr oblast, and eight hundred children who can be taught in a room with their classmates.
