Schools built underground

In some regions an air raid alert can run for most of a school day. A shelter in a basement solves the safety problem and creates an educational one: children spend the day underground in a room that was designed as a storage cellar.

So a different answer was built. Purpose-designed underground schools, and new schools with integrated shelter space that is part of the building rather than a retrofit — proper ventilation, daylight where the geometry allows it, acoustics, classrooms rather than corridors, and space that works whether or not the alert is sounding.

Why this matters more than it appears

Three years of interrupted and online schooling has a measurable cost in learning, and it falls hardest on the youngest, who learn to read and to be in a group at the same time. Restoring in-person teaching where it is possible is not a convenience. It is the difference between a cohort that catches up and one that does not.

Municipal budgets, the state and international partners financed the construction. For a country planning fifty years ahead, it is hard to think of better-spent money.
