Underground schools and what they say about planning
In 2024 Ukrainian cities began building schools designed to operate below ground. That is a strange sentence, and the reasoning behind it is sound.
By 2024 the most exposed cities had exhausted what could be achieved by certifying basements. The next step was to build classrooms underground on purpose.
Why this is a reasonable decision
In a city that receives alerts several times a day, a school above ground cannot teach a full day regardless of how good its shelter is, because the movement itself consumes the day. A classroom that is already below ground does not interrupt.
Kharkiv is the clearest case, including school space built inside metro stations. Other cities built dedicated underground facilities attached to existing schools.
The design problem
An underground classroom that feels like a bunker will damage the children using it. So the engineering effort went into what you would not expect: daylight-spectrum lighting, ventilation and air quality, acoustics, colour, ceiling height, and spaces for movement — because a child who cannot go outside at break needs somewhere to run indoors.
What it signifies
This is the moment the response shifted from adaptation to design. Adapting a basement assumes the situation is temporary. Building a school below ground assumes it is not, and plans accordingly.
That is a sober judgement rather than a pessimistic one, and it produces better outcomes than optimism would.
Who funded it
Partner governments, development banks and twinned municipalities, alongside Ukrainian city budgets. It is expensive per pupil place. It is also the only way those particular children get a school day.
